The Black Cloud Rider is spawned by an event which begins with killing one of the CL57 Dark Cloud Riders listed at the locations above.
This event will spawn a series of Dark Cloud Riders with a "WARNING: Spawn Triggered" and pink and purple sparkles in space between each one like a raid. This is how you know you've killed the correct one.
Because there are two spawn locations, a "decoy" CL60 Dark Cloud Rider that patrols a large area between AC 162 and AC 163 at <-15.98, 96.58, 5.62), the speed at which they move, and the distance at which they spawn it is easy to become mixed up about which Dark Cloud Rider is the spawn for the current event. When you kill one you know you got the right one if you see "WARNING: Spawn Triggered" (provided it's not the CL57 for the other spawn location!).
