The mission-chain that leads up to being able to take the Tang Kai Heng mission takes a long time to complete (one reporter said seven hours). Reactor-builders wanting a sample of this reactor to map & who haven't done the prerequisite mission-chain are advised to find a friendly qualified pilot to re-run the Tang Kai Heng mission to spawn the boss (providing the required rings will make this very easy).
