Creation of the Skirmish Shield I requires a Stage I Agrippa-trained shield-builder (a Progen Sentinel).

Buffs:

Worsen Scan Range Increase Ship Signature(Activated): Decreases Scan Range by 20.00% and increases Ships Signature by 1000 for 30(40) seconds when activated.
Improved Critical Targeting (Equip): Increases Critical Hits Chance by 5.99(7.97)% when equipped.
Recharge Shields - BOOST (Activated): +20.00(+26.60)% Shield Recharge for 30.00(39.90) seconds when activated.
See Cloaked(Activated): Allows a ships scanners to detect cloaked objects for 30 seconds when activated.
