Steps
- Find all five parts of Sam Bogeril's Manifesto
- Sergeant Jones doesn't tell you where to look -- various Bogeril in Witberg have pieces of it.
- Fragments 3 and 5 are the most rare
- Return to Sergeant Jones and speak with him again when you have all five parts in your cargo
