This is obtained through a mini raid within the Mazzaroth Maelstrom. You'll need a couple of your friends to help.

Steps

1) Travel to Nav Mazzaroth Womb.

2) Locate and defeat lvl 40 Womb Feeder.

3) After you defeat the Womb Feeder, two lvl 55 Womb Protector will spawn (they hit hard).

They see cloak, they hack and menace. Bring a healer.

4) After you defeat the Womb Protectors, the lvl 56 Mazzaroth Womb will spawn.

Warrior's Resolve is not a guaranteed drop.
There is a respawn timer (2.5 hours)

A useful defensive companion to the L8 Warrior's Resolve is the L7 Ivory Ward device.
A better companion for the Ivory Ward however is the L8 Tolerance Mk. VIII. Unlike the Warrior's Resolve, the Tolerance doesn't need to be manually activated in order to work, and it gives roughly 20 extra Explosive deflect points, and also Psionic deflection (the Warrior's Resolve and the Ivory Ward provide none).
A deflection package that is better still is the L7 Ivory Ward teamed with the L8 Good Fortune device. You are covered for the same combined deflects as the Ward + Tolerance, but get an Improved Critical Targeting buff as well.
You can buff others with it too.
