The Negotiate skill allows negotiation of reduced prices or increased profits when interacting with NPC vendors.
It imparts various bonuses that aid trade and manufacturing, making these operations cheaper to conduct. As Earth's is a culture with a commercial focus, this skill is native to all Terran pilots. This skill is only available to Progens and Jenquai who are of the Tradesman class.
