Silver Tokens are given to Progen pilots (if they have a free inventory slot) immediately upon reaching overall levels 50 (3 tokens awarded), 75 (2 tokens), and 100 (1 token).
At level 135 you will receive one of the tradable Advanced Progen Unique Trade Token (AKA Gold Token) which can be exchanged for one Silver Token. Note that only Gold Tokens may be traded: Silver Tokens are not tradeable.
Use of Silver Tokens
A Silver Token is required to initiate Progen-only Agrippa mission chains that become available between OL50 and OL100. As long as you do not do your hull upgrade you can still do the missions. If you start Agrippa after obtaining your OL75 hull upgrade, Agrippa NPCs will direct you to see Beneficium Suggero first, who will ask for 30,000 credits in order to bribe the Agrippa NPCs to talk to you. It might be a higher bribe if you start after OL100. If you start Agrippa after having obtained your OL135 hull upgrade, you've snookered yourself and will have to look at doing the Agrippa backdoor.
As each character is only given six Silver Tokens and one Gold Token, and there many more missions requiring them you may want to get more Silver Tokens by buying Advanced Progen Unique Trade Tokens in Mars. Beneficium Suggero in the bar sells these Gold Tokens for 20 million credits when bought without Negotiate skill, and another of the NPCs in the lounge will exchange one Gold Token for one Silver Token (see: Progen Mission Token Conversion (Repeatable)).
