Steps
- Kill a few Ostarae Vega until you find a frond. (VG, Osterae Seeding 1, 1 hour re-spawn with two guards)
- Speak to Liam O'Faolain
- Liam needs an Undepurated Manes Essence quickly! Kill three Garish Manes to obtain it.
- Garish Manes can be found around Fenris planet.
- Speak to Liam O'Faolain

These are actually "Mabonae", not Osterae. The Mabonae Vega is Level 34, and the Mabonae Reaper L31 guards are in a line formation with the Vega.
