Obtaining the blueprint for that L4 device is a reward from the mission "Progen Token Bonus: Left to your own devices", which marks the completion of Stage I of Agrippa Device-training. You will need the involvement of an Agrippa-trained PS.

1. Give a Security Optimal Override Alpha to Architecti Vegeto so you may obtain the final blueprint for Stage 1 of Agrippa Technology, Build Reactors.
