In Sunset Live the Mondara Shear was the System which contained the Mondara Maelstrom Sector. It was a system consisting of only a single sector. As a result many maps show Mondara Maelstrom as though it's both a System and a Sector. However, when implemented in the emulator, rather than creating the Mondara Shear system they just added the Mondara Maelstrom to the Vega system.
Because the client could not be updated you can still see the Mondara Shear in the Galaxy Map within the client:
But when you actually enter Mondara Maelstrom however, you see that it is in the Vega system:
