While the Net-7 Database indicates that this L9 device does not drop from mobs, it does NOT account for Pop "rock" mobs which CAN drop it, specifically the CL50 Dimming Obtenerate.
While this isn't quite a Category:Item-Unusable it's pretty close to as useless because it offers Improved Befriend, TT's are the only one who have it, and they can't use L9 devices, so the JS who can use this isn't going to be impressed.
