Each Mah-Jongg Tile can be turned in to Wu Zing, the The Red Dragon affiliated NPC located in the lounge of Mercury Station in Glory's Orbit, Beta Hydri.
The Mah-Jongg tiles can be mined from hulks in various locations. These are a random drop and vary in level. Higher levels give more faction reward, see Item Turn-Ins for details.
Note: Only Mah-jongg tiles give faction (made from bamboo and cherry wood). Other tiles (Tiao/Tung/Wan) made from only bamboo do not give faction. Red Dragon ships can drop any of these tiles. Mah-jongg tiles are also reportedly dropped by CL26 Red Dragon Drones in Venus, west of navpoint Commerce Nav 3. Shooting the drones apparently doesn't damage your RD faction (Source: in-game chat; unverified as at July 2023).
