Summary:
Kill L5 Merus Milia Bakers to collect Encrypted Valentine Cookies. Turn in 40 cookies to Shou Tzu at Orsini Mining Platform to get 1 Trinket. Turn in multiple Trinkets to the heart nav points in Primus near Nav Primus 4 to receive your shield(e.g. L9 shield is 9 Trinkets which is 360 cookies).
Steps:
1.) For each shield level reward you want collect 40 Encrypted Valentine Cookies(e.g. L9 shield = 360 cookies) by killing the L5 Merus Milia Baker found in Primus Sector, Vega at nav points; Net-7 Beacon, Heart of Julius, Dagger of Brutus, Octavian's Field, Stone of Carthage, Legions Entry, and Nav Primus 1. The Bakers can also found in Lagarto Sector, Galina at nav points; Nav Lagarto Gates, and Nav Lagarto Center.
2.) Go to Orsini Mining Platform in Carpenter Sector, Beta Hydri, and talk to Shou Tzu in the lounge once to accept his quest and then talk again to turn in 40 Encrypted Valentine Cookies at a time for one Trinket. Repeat this step until you have the number of Trinkets you need for the level of shield you want.
3.) After collecting all the Trinkets you need, travel to near Nav Primus 4 to the 9 heart shaped nav points. Talk to the heart which corresponds to the level of shield you want twice to receive your shield.
