This refers to the technique of dragging an item from your cargo and dropping it anywhere in the main game area which will pop up a dialog box prompting you on whether you would like to destroy the item.
This is also sometimes referred to as jettisoning an item, or ambiguously as "spacing" it, but see Floating for the more common definition of that term.
