This mission is almost certainly bugged, but the nature of the bug is not clear.
This mission is infamous for people really struggling with it (myself included!)
Hilariously the contentious step is simply:
   5) Find the First Inspiration. It should be somewhere by the Ruins of Jove City.
which really means scan a bunch of unspecified objects spread over a huge distance, well outside of scan range.
Originally the wiki listed EIGHT (8) wrecks that needed to be scanned, in this order:
● Wreckage of the Pax Crudelis
● Wreckage of the Pax Terminus
● Remains of the Serus Maru
● Wreckage of the Pax Atrox
● Remains of the Pentine Maru
● Wreckage of the Pax Acerbus
● Wreckage of the Pax Barbarus
● Remains of the Icotus MaruI ran into problems with this and amended it to match the list in the mission Jenquai Rank Upgrade Final which indicates NINE (9) objects to scan and I take that to mean I was able to scan the missing "Remains of the Remalis Maru" (#4 below) at that time (it was too long ago for me to be sure of the details now):

However, Aligrant recently went through this and was very adamant that she scanned precisely the original list from the mission, i.e. that #4 is FALSE and was not required.  These two things are quite conclusive in combination.
But then Woody really mired the mixture with this series of comments:

So Woody insists there are 9 wrecks to scan in the actual mission, yet then only listed 8 (and just so happened to not include "Remains of the Remalis Maru"!) which he later claimed he had missed, implying that it is in fact part of the mission.
The net effect of all of this coupled with the historical experience I have of seeing so many who encounter this mission having problems with it leads me to believe that something is wrong here. I'm wondering if the actual set of 8 required varies, or if sometimes one of them is double-counted leading to very confused accounting of what is actually required.
