In Sunset Live the Mazzaroth Shear was the System which contained the Mazzaroth Maelstrom Sector. It was a system consisting of only a single sector. As a result many maps show Mazzaroth Maelstrom as though it's both a System and a Sector. However, when implemented in the emulator, rather than creating the Mazzaroth Shear system they just added the Mazzaroth Maelstrom to the Sirius system.
Because the client could not be updated you can still see the Mazzaroth Shear in the Galaxy Map within the client:
But when you actually enter Mazzaroth Maelstrom however, you see that it is in the Sirius system:
